For winter games I'm sure Canada would take it, there is a ridiculous amount of perfect land here that could be used. It's too hot if you go south, heck even in Russia they had issues where it was too warm on some days and the snow was melting and they kept having to create more snow.
Make an Olympic village in like Northern Ontario or in the prairies or something. A place where it's pretty much guaranteed to be cold enough.
Sure Russia is cold, but solid ski slopes are hard to come by. They picked the city with the best mountains and access....which was Sochi...which is also the furthest South. For the Sochi Olympics, they luckily planned for the Olympics and 1 year in advance started harvesting snow and storing it under huge blankets in the mountains.
