An NKVD report with full archival index (which means you could look it up) indicates that an oath was taken on March 28, 1943 by at least the first formed regiment. I'm listing a Latvian website just for kicks. The report is available elsewhere as well.

Wrong. You must be very well aware that the numbers of volunteers in police units far exceeded two Divisions that were assigned to the fighting duty. The rotation between the two was constant, and it were the police units that exhibited extreme brutality and genocide against the civil population in Latvia (jews), Belorussia and Poland.

Half truth. All the operations of the 2 divisions were under the command of the German Headquarters. The official commander was Heinrich Himmler. They did not have their own flag, and fought under the banners of Nazi Germany.

Half truth. They were recognized as mobilized through force. hence they got an exception. However, SS organization was found guilty of genocide, and Waffen SS was mentioned specifically.
