Jesus, how removed are you from procreation that you would even ask this question. Only in America.
Breastfeeding is how babies up to age 2 or so eat, nearly exlusively. Yes babies can survive off of other foods and substitutes, but even the Surgeon general upholds a min. 6 mo. preferably 1 year. Babies have to eat a lot. Infants have to eat every two hours. It is a law that babies can eat wherever adults are allowed to eat.
Why TF are you surprised and upset that a person is breastfeeding in a restaurant? You eat there, why can't a baby?
