Bad wording. But basically make education more affordable, and more accessible to everyone who wants an education.
This doesn't mean a college education exclusively. The trades, such as electricians, carpenters, mechanics, etc. are also valuable and should be included.
Now, this doesn't mean just let people take classes without consequences. Grades and other performance metrics must be met to continue such subsidized education. But make it easier to access for all. Because dammit, we all live in this world, and I need the next generation to make the world better for when I grow old.
