Basically my system is old/ atm nonfunctional, and I want to get into the modern times but I'm not a heavy gamer so I don't need the best. I have a new psu but the rest of my stuff is from ide times. I just surf the net and play some mmo's. Can you help me with a budget build? Thanks.

What sort of psu do you have? Brand, wattage?
Since you only have $400 to spend on parts ($100 for win7), a cheap build around an intel celeron like the G630-G850 (<$70) with integrated graphics would work for you.

CPU / Mobo - core i3 3225 + Biostar h77 mobo = $150 (you have to purchase in store. The combo savings is $40 off the motherboard when paired with that CPU)

that puts you at about $320 for the parts listed above. You can buy a smaller hard drive and save $20 to $30, but you end up with a third or half the storage. Up to you..

You can try the integrated graphics on the i3 cpu for now and see how it works. At the resolution you are playing it won't make sense to invest in a gpu yet. Save some money for a 10080p monitor and a video card

Yeah a Vishera would be great since they are cheap but MC doesn't have 4300 bundles yet.

Thermaltake is kind of bad, I'd say that you're doing good with what infoiltrator recommended.
