Build/CPU Problems

I just completed what would be my 4th build but I am having major troubles. I have never run into any major issues before so I figured I would come to you all for help.

A64 3000+ Retail
Chaintech VNF3-250
1 Gb Mushkin Basic 2x512
Enermax 420W
ATI 9600SE GPU (I know, I know)

All components are new or were in my previous working system.

After I have hooked up every cable, I power up and every fan spins for just a few seconds and then stops. I have tried reseating/flipping the CPU, making sure to add grease everytime. I have also tried a different PSU, but nothing changes. The other weird thing to me is that my PSU, whichever one is hooked up, does not initially spin when connected to a power source. I have always previously experienced an initial booting spin when it gets power, but now I'm getting nothing, with each power supply I've tried. Do you guys have any suggestions? Any other info needed can be easily provided.

try unplugging all drives and PCI/AGP cards and see what happens. if you still have the problem at that point, you've isolated it down to either the PSU, CPU, or motherboard (bad ram is also a possibility, but usually with bad ram, everything powers up, the computer just can't load the bios). try replacing the PSU and CPU, and if that still doesn't work, RMA the motherboard.

I tried unplugging the PCI/AGP stuff, and still nothing. I have already tried a different PSU, but it is a 4 year old Antec, so it doesnt even have a 12V 4-prong connector. However, it did the same thing as the 420W Enermax. I don't have an extra socket 754 CPU around to try out. Does this mean I am going to need to RMA the board? Should I do it with both the board and CPU, I bought them as a package from mwave.com

that's what I would do.

since you bought them as a package and you can't isolate the problem, that's your best option if clearing CMOS doesn't do anything (it probably won't, but it's worth a shot).

Perhaps the CPU fan is not sending the proper RPM signals? This would make the BIOS shut the board down immediately, thinking there is no CPU fan.

The only time I have seen this is when the motherboard is toast. I know that probably hurts, but it will save time in the end if you just RMA it now instead of trying a bunch of things to come to the same conclusion

I just tried pulling the CPU out and running the board... and it worked fine. Everything spins and keeps going. Anyone have new suggestions, as far as what might be going wrong with the CPU/board connection?

I upgraded my Pentium 4 a couple of months ago and it would power up for a minute and then die (whole system would shut itself off after a whine). It turned out it was overheating because the cheap Speeze heatsink/fan wasn't fitting in the mounting bracket properly and wasn't cooling the cpu. I put in my old Intel heatsink and it's been running fine ever since.
