Building for a friend

My friend is looking to build himself a new computer, but doesn't know where to start. So I thought I might get some ideas from the community here.

1. What YOUR PC will be used for. That means what types of tasks you'll be performing.
Gaming mostly. Rust and dayZ

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread.
$600 - 750

3. What country YOU will be buying YOUR parts from.
USA

5. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.
No Brand Preference.

6. If YOU intend on using any of YOUR current parts, and if so, what those parts are.
As far as I know, he doesn't have anything.

7. IF YOU plan on overclocking or run the system at default speeds.
Default.

8. What resolution, not monitor size, will you be using?
1920 x 1080

9. WHEN do you plan to build it?
He's looking to build within the next month. Also, he's willing to take the time to scrape up some more cash if it comes to that.

I think it's worth nothing that he plans on buying a monitor at a later date, so the build price listed above doesn't reflect the need to include a monitor.

I'm sure it could be shaved down a bit here or there but it's a general idea. Big on CPU and GPU, good on the platform and RAM, and semi-cheap on all else, though nothing is junk.

I think such a system would be good through a couple GPU upgrades, which is probably the first thing that should be done. Ideally we'd want a GTX 770 in there or the like.

I totally missed the non-OC portion of the OP, I will adjust accordingly.

Truth. The little things add up, and that windows license can really chop into a low-mid budget build :\

Yeah, that's why I conveniently ignored it, haha. That extra hundred bucks buys a lot of performance at that budget level!
