Question Building my brothers first PC and getting myself an upgrade. Looking for others opinions on my situation.

Hey all, Just wanted to compare what I have researched to others opinions and make the best decision.
So to start off my current PC specs:
CPU: Intel core i7 2700k OC 4.4
MOBO: Asus Sabertooth z77
GPU: XFX R9 295x2
RAM: Corsair vengeance 2x8GB 1600mhz
SSD: Mushkin Chronos 120GB
HD: 3TB Western Digital Green
PSU: EVGA 1000 G2
Cooler: Corsair h100i
Case: Thermaltake Chaser mk. 2

So for my build I use it for 4K gaming and game development. I was looking to upgrade my motherboard cpu and ram. Of course I want near the best of the best so...
i9 9900k or i7 9700k
Corsair vengeance rgb 2x16GB 3200mhz
Asus ROG Maximus XI Hero (WI-FI)
I am not a rich man so i was leaning more 9700k cause its cheaper.

For my brothers first pc he will be using it for 1080 gaming. I don't know how big he will be into the actual pc itself or how effective it is just that it runs games at 60 fps and his favorite color is red so I put emphasis on that. I tried to keep it near an $800 range or under $1000 to be able to run future games at 1080p 60 and allow upgrading in the future. I tried looking at an amd and intel setup.

For intel I chose the i5 9600k and MSI MPG Z390 Gaming Plus. For AMD I chose the 2700X and MSI B450 Gaming Plus.
The rest is the same for both:
G Skill ripjaws 2x8GB 3000mhz
Vega 56
Seagate Barracuda 2 TB
Corsair spec omega
corsair vengeance 650 watt 80+ silver

I understand that very soon the release of AMDs zen 2 and 3000 series cpus will be out and Nvidias Super RTX cards will be releasing soon so these picks are not set in stone but by the end of the year I'm hoping to pull the trigger on something. I was also thinking if just upgrading my parts and handing down my 2700k would be a viable cheaper option to put more expense on a better graphics card since his main concern would be stable 1080 gaming. I do 4k with it currently so i cant imagine 1080 would be worse. Like I said just looking for opinions or suggestions. Thanks everybody.

Hmm, I have mixed feelings on your decision to go Intel on your rig, especially if you're gaming at 4K. Honestly, moving to an Intel CPU seems a bit like a side-grade. Don't forget, with all of those exploit mitigations that the Intel CPUs need, you can lose up to 30% of your performance because of that. Not to mention, 4K Gaming is much more dependent on GPU than CPU, and at 4K, the AMD 2700X might actually pull out ahead a few percentage points.

For your brother's PC, gaming at 1080P60, almost any CPU will do, with a mid-range GPU. But if he wants to play high-FPS (over 120FPS+), then the Intel CPUs still have a slight edge here due to clock-speed, and possibly an Intel CPU might serve him better, BUT, Zen2/Ryzen 3000-series CPUs are going to be out in less than a month, and they supposedly have the IPC- and clock-speed increases to "close the gap" with Intel, if not speed past them.

In short, bad choice (for 4K), and bad timing, to go Intel right now.

A side step even from so many generations behind? That's interesting. So for my build should I wait for the new ryzens and how they perform compared to Intel? The 10th Gen Intel is coming out late this year too? They need to come up with something or amd is gonna start being king but I'm not against it lol

OH boy... My bad. I read the OP as if you had a 2700X Ryzen 7 CPU already.

I guess that you have the older Sandy Bridge 2700K, rather.

In that case, anything modern would be an improvement, but I advise you to wait until 7th of July this year, to see head-to-head benchmarks between 9th-Gen Intel Core, and Ryzen 3000-series CPUs.

I would strongly advise getting a more powerful PSU for Vega 56. I've had problems running mine on a hot day with a 660W platinum PSU.
