Built computer from old parts

I just built a computer for a friend leftover from my last system from 2009.

Specs:

AMD Phenom II 955
Asus M5A99X Evo
Corsair 16GB
Western Digital 500GB (brand new)
Corsair 600W PSU (brand new)
EVGA GTX 650 GPU

So I installed Windows 7 on the new hard drive. When booting, it stalls and freezes at the Windows logo. I hit reset and it wont even see the hard drive anymore. Reset, reset and sometimes it works.. when it does, then it crashes on the desktop with a constant loading icon.

Earlier I was getting a blank screen. Power, LEDs were all fine but just not booting at all.

Would this be the mobo or hard drive? 7 year old PC, the old hard drive crapped out hence having to buy a new one. Maybe the mobo is crapping out too (My best guess). Any help would be appreciated TIA

Try resetting the bios to default values then restart. If that doesn't help, try plugging the hard drive into a different sata/ide port whichever it's interface is.

You could then try booting to a cd/usb and testing the memory. If the memory tests good, you could put the drive in an external enclosure and run a check on it from another system.

I'd also suggest resetting your BIOS to its factory settings and try swapping SATA ports and cables and see if that makes any difference. I'd also suggest that you check if the rest of the parts are plugged in properly and all the way. Can you feel the drive spinning when you power up your system? Are there any strange noises?

I would also recommend to check the drive's health on a different computer with WD Data Lifeguard Diagnostic tool and rule it out as the potential cause of the problem.
