Monies returned persuant to a an economic stimuli package in whatever form it takes is an economic stimuli package.
Hand outs in whatever form it takes is a hand out.

If an economic package included directing dollars from the treasury to anyone who purchase a two head ferret that once ate rice krispies it would be considered a DIRECTED economic stimuli to induce the purchase of the specific ferret mentioned earlier. To give dollars to non tax paying folks as the entire package would be DIRECTED to those most likely to spend on certain items (statistically rational) and not a hand out.... semantics...

BOBDN - A "tax-cut" implies that people pay taxes. These people don't. You people are trying to make an issue to play your class-warfare games again. It doesn't hold water. How many more people did Bush's (first) tax-cut take off the tax rolls? Hmmm that's right - Millions.
You answered perfectly on the "channeling" issue. You said "want the money to take a trip around Washington before it's "channeled" properly". The highlighted portion of you quote is the important qualifier.
So if you support the "cut" (handout) for those that don't pay taxes it means that you don't want it "channeled" properly?
