C3PO clearly violates the three laws

So I'm watching a little of RotJ and C3PO is willing to let the humans in his group be cooked alive over open fire, all because of some obscure rule that doesn't allow him to impersonate a deity. This CLEARLY violates the first law of robotics.

Who programmed this tin headed moron? He's a protocol droid, for God's sake.

Secondly pretending to be a diety could evoke an ewok civil war that could harm even more "people" yes leia, luke and han are aliens they are people but not humans.

Well, the fact that a protocol droid cannot harm a humanoid, or by inaction allow one to be harmed would seem like a logical tenet for any civilization that can produce such droids.

I think the answer is clear.

C3PO was at one time an evil robot. The evil part of his programming was not completely erased.

Humanoids are expendable. Subjugating lesser species is much higher up in his programming hierarchy.

Anakin fucked up a lot of stuff along the way, so the blame is 100% on him.

The more I think about it the more bassackwards it is.

C3PO had no innate offensive capabilities. I assume he could handle a simple blaster but none was available in that situation. His only weapon as a protocol droid was superior communication.

His basic programming should have defaulted to speech craft. This particular predicament involved a lesser species that assumed him to be Godlike, and as such he should have attempted to control them by means of speech since he had a rudimentary understanding of their dialect. To save his friends the logical move was to impersonate a deity and order them to stand down, an action he refused to take.

Doubtlessly he still had shadows of what we would call "morally ambiguous programming" in some ROM chip hidden somewhere in his chassis. The fate of his friends was secondary to that code.
