The devil is in the details. In California and some other places like Colorado, the government can control things like what you do with rainwater that falls on your roof and make it illegal to collect it for later use. They could outlaw homeowners from washing their cars or changing their oil.

Beware what kind of laws you approve!

Don't worry what we have here in California is much more worse than gridlock - one party rule with extreme margins. The Dems can pass as many laws as they want all day long without any ramifications.

What about some water desalinization plants??? Like what Israel has
Question: How much value can you get out of those? Say you spend 2.7 billion on these like we plan on spending for actual water projects in Prop 1... how much use does that get us? Do we avoid a drought like this year? I hear desalination plants very expensive, which begs the question of how much it takes to supply the state.

I don't know exact costs but it seems to be double the costs of shipping in water. But the key thing is that you can generate water, the source does not run out like it does when you are in a drought. In Israel their three plants generate a quarter of all the water they use and they don't have water shortages anymore in a country is going through a drought and is desert like.

wow what a FAIL

Supporters won 14 lawsuits and appeals by environmentalists before finally breaking ground in December 2012.

You gotta win 14 lawsuits before you can build a desalination plant in CA!!!!

Nobody disputes that the cost of water will go up. According to Yamada, the average customer's bill, now $71 a month, will rise $5 to $7 to pay for desalination.

are you f'n kidding me? That's the cost, 5-7$/month per person?!?!?!?!?!?!?!? NEED MORE DESALINATION PLANS NOW.

For many years, Republicans have had a veto on any Democratic lawmaking because of prop 13 and other stupid laws pushed by right wingers.
Now that Democrats finally have overcome some of these roadblocks, California is thriving.
Employment is up, deficits are down. The state is paying off some of the debt run up by the last Republican governor. Things are finally improving because we pushed the Republicans out of the way of progress. Just as the nation is recovering from the disaster that was GWB.

You do realize that prop 13 passed with a 63% yes vote, right? It must have been only those evil republicans that voted for it

I thought California was loaded down with Democrats. Solid voting block.
Population feels that the Democrats can do no wrong.

Is this finger pointing, unwilling to accept the blame for one's choices?

No, this is buck passing, with Republicans never acknowledging problems with their policies.
Now California is on the upswing with the Republican obstructionists pushed to the side.

It passed many years ago, when property taxes were going up at a fast rate.
People didn't realize the poison pill included in the initiative, that protected businesses from property tax increases at all due to corporate ownership. Over time the tax burden was shifted onto homeowners, with corporations getting a huge break.
The two-thirds requirements for raising any taxes was impossible to meet, thus starving the state of needed revenue. It was a bad law then, it is still a bad law.

It passed in '78, and owners could transfer to a close family member 1 time only. So if you think about it, it's about to phase it's self out.
You, and Bagdad Bob have a lot in common. Take off your rose colored glasses.

As a renter, I think it is a terrible law.
No, I just want a level playing field. When a business sells property it should be reassessed just as if it were a private home. Why shift property taxes all onto homeowners?
If you want low taxes, I hear Texas is great.
