CAD software to measure person

I am trying to do something pretty simple. I'd like to try to measure a picture of somebody fairly accurately from a 2D picture. I would take a regular picture, and they would give me their height and then from that I would like to be able to scale everything else to the picture so that I can figure out how long their arms are, or how wide their face is. I'm guessing some sort of CAD software can do this, but I can't find any good information about which one is good for this. Any direction would be much appreciated as I've struggled with this for a long time already. Thank you.

There is no software that does that without something used as a reference in the image and knowing where the camera was located, how far it was from the subject and the lens used. If you get all that information then you can work out everything else using photoshop. The important thing is the reference object. If you notice when police take crime photos like footprints they always lay down a ruler beside the image for that very reason. The reference object can be anything you know the exact size for. Something like a soda can would work , then you need the distance from the camera and the lens used. You would need more than their height.
