Calender question

When you say you will be "visiting September Week 3", would that be the week starting September 12th or the week starting the 18th. Basically, does this week count as the first week in September or not. Stupid question I know, but I have myself confused now...

I'd want to say week of the 12, but I hate when people say a date like that because it's hard to tell what they really mean. They could mean the 3rd FULL week and assume it's just implied. Best to just ask the person.

It's like when people write down a date like 4/8/11. Is that the 4th of the 8th month or the 8 of the 4th month? Different people use different standards.

I would never say something like that.

I would assume it to mean the third full week of September (eg: 9/18) but would ask for clarification.

That's a ridiculously retarded way to say it, but I would take it as being the same as "the week of September 12th".

I didn't know if this is a common occurrence in the financial or business field that could be easily be explained to me. I do know it is silly

As noted, there's different ways to interpret that. I'd ask for clarification, because you have no idea when they're coming.

Edit:
Financial/business it's appropriate to say week x based off the calendar year, but of course that's obvious.
