While it's nice to see, it means nothing when you have this:

And like many states, California has yet to deal with its longer-term problems. The big whammies there include unfunded liabilities associated with the teachers' retirement system and state retiree health benefits.

Despite the high taxes and cost of living there is no place I'd rather live than San Diego.

California expects
temporary tax increases
The state is still highly dependent on income tax revenue from the wealthy, a notoriously fickle source

Now the warm fuzzy is starting to wear off

All of the state's budget figures and forecasts for the year are still guesswork. California will have a better idea of exactly how much revenue it will collect this year -- and whether it will still have a surplus -- when it issues its revised forecast in May.

Promises made are not always kept
Another risk is that lawmakers will want to restore many of the services and funding that were slashed during the Great Recession and its brutal aftermath. Brown has pledged continued fiscal constraint, but that can be difficult to accomplish politically.

And as stated above
when they ignore other items to make the numbers look good ??
And like many states, California has yet to deal with its longer-term problems. The big whammies there include unfunded liabilities associated with the teachers' retirement system and state retiree health benefits.

A 2B out of 95Bbudget is not that big of a cushion.

Anybody have to incredibly stupid to not to be able to see through this liberal haox. PLUS, where did the revenue come from? Taxes of course so guess what happens to many business this year and next!?!?!? more jobs for Texans!

time to spend that surplus on HSR that most people won't use and will need to be subsidized.

Definitely not feeling any positives at the office. We've been busier than I can remember for the last few months with people applying for Welfare.

The biggest issue I have is paying all the retired government and social services employees with our taxes.

Example - A fireman/policeman can work 30 years and then retire with something like 90% salary and full benefits. Plus they can get another job. Ok, that was cool and all when firemen started around 25, worked until 55, then died around 65 b/c of poor health. Nowadays, I know a 52 year old dude who retired from the policeforce after 30 years. The guy is healthy and will probably live another 30 years. So now we are not only paying his replacement to work as an officer, we are paying him as well.

The government employees should have to have 401k just the rest of us and play the market and save money. This whole guaranteed retired bull$hit has got to stop. I know a guy who is in the highest tax bracket. We did the math and after all the income tax, sales tax, etc. he really only keeps/spends like 30% of his money. It's GD depressing and I can't imagine how my kids are going to afford it.

What I find interesting is the lack of liberal outrage at cutting 30,000 govt jobs and downsizing their budget by 10 billion off the backs of schools, health services, and the poor.

The new budget for next year increases spending in certain areas, particularly education. The general fund is projected to grow by 5%, to $97.7 billion.

We passed a prop measure to add more $ to education. As for the government jobs, cuts have to be made somewhere. AFAIK, the courts took it on the chin the worst. Honestly, the court jobs that were cut were far from essential.

CALPERS retirement was also modified to reduce benefits effective 1/1/13:

Obviously everything isn't going to turn around in one year but it's a step in the right direction.

Pension reform is happening in CA (as well as many states). This is unsustainable and even the state workers know it really has to change back to realistic levels for the sake of the state.
