The reason we should pay for disaster relief is because there was a disaster. We are liberals and not evil. There was a disaster and so therefore we will send in relief regardless of our perception of the political leanings of the victims.

Most people and conservatives especially do what is in their self-interest. For example, its in the self-interest for red area to milk all the money out of blue areas they can, and similarly it's in the interest of democrats/liberals to feel their charity will convert wholly self-interested people.
And so we play this game where trumpsters pretend they'll stop being trumpsters if only they get enough benefits. There's something to be said for the goodness of charity, but not for being played so easily.
We're not trying to convert them. We're just helping our fellow Americans in time of need.

The city being hit the worst by Harvey currently is Houston. Houston is a very purple city. So if you somehow think witholding emergency funds and services will teach your political opponents a lesson, think again.
