Can new video cards do s-video + vga with all video features?

I'd like to output video 24/7 to an application bound to s-video out. Simultaneously I'd like to be using the DVI monitor output. Both outputs should run at full speed with all video features.

I tried this with a 7800 AGP, and the secondary display was slower than the primary one. I think it was getting the short stick of the video card.

Are the 8600GTS / HD2600 series any better at this sort of simultaneous-different-outputs thing?

That has never been, and will never be possible. Can you do two things at once, and do both at the same speed you do one of them? Neither can a video card.

Neither is a fast card, so if you're wanting to game while you output to two different outputs, forget about it. I'd recommend you use the system with the AGP 7800GS as an HTPC, then use the new system you're planning on building for your gaming.
