Assuming your PSU isn't the issue windows 7 64 bit is probably your problem. I suspect that ati just never bothered getting it working properly with such an old card.
Dual boot XP 32 bit and use that for games would probably be the least painful way of working until you get a new card.
It's not Win7 x64 ,I have most of those games he meantioned and run fine on my Win7 x64 Ultimate with my ATI 4870 card.
Update DX9.0c to latest version from Microsoft or from filehippo http://www.filehippo.com/download_directx/ .
Check all drivers are updated,run Memtest86+ to confirm your memory is fine,try a different video card ( faster newer card if possible) which will also rule out a faulty card.
Run a full scan with anti-virus and free program like Malwarebytes anti-malware to rule out any possible virus infection too.
You don't need XP for gaming,I can run even old 16 bit Dos games in Win7 x64 via Dosbox.
