can power supply cause hdd failure

i have had four drive failures in the past two months. just today i lost my fourth drive, one of the maxtor 160gb's listed under my system profile. all of the other drive listed are new and have replaced the previously failed drives.

the problems started two months ago when i went to use the server and it had locked up during re-boot. i determined it was my system drive that failed. i then noticed that things were not operating as they should. i would boot up and have no video. i replaced the video card and things were working again. i then was starting to hear clicking from another one of the drives. i was also noticing low voltage on the 12v rail. i replaced my old ps (Enermax EG651P-VE 550W) with a new antec truepower 2.0 550W.

since i have replaced the ps, i have had two drive failures. the first failure was from a 120gb maxtor, which i think had problems before i even put it in the server, so i dont really count this one. the second failure was today.

imy first question

1) can inadequate power cause drive failure?

the case i use is big, and i run 9 system fans, 5x80mm and 4x92mm. with my enermax ps, i connected the fans to a couple of the molex connectors and they would run at full speed, this thing was like a box fan. since i replaced the ps, the new antec had 2 connectors for fans only. i have connected the fans to the connectors and notice they turn at a much slower rpm. i have been attributing this to the thermal sensor in the ps, which from my understanding will increase fan speed only when needed to reduce system noise.

a few times in the past couple days leading up to the 4th drive failure. i would notice that the server would lock up, the hdd light would be on and all of the system fans were stopped.

second question

2) what would cause the system fans to stop working, while the rest of the system continued to receive power?

now i have the four drives directly behind a 92mm inlet fan, bringing in cool air. the drives are mounted with a spacing between the top two, (one of which failed) and the bottom two.

third question

3) how likely is it that the last drive failure was related to heat issures. how likely is drive failure due to heat issues.

i am going to try connecting the fans to a standard molex connector on the ps, i want to see if they will run at a higher rpm when not connected to the fan only connectors.

any information or thoughts are appreciated

Since you tested this system with two PSUs and still see the same problem, I would eliminate the PSU as the root cause. Download HD TUNE and post the HDD temperature.

Were you able to restore the defective HDD by formatting it?
