I've never tried it myself but is there any way to send negative money through paypal. I think I owe him -$299.99 for wasting my time.

Thats so he can get max $$ for 10-15 days and still be able to send email to you that your item is on the way. Are you really going to wait it out two weeks for an item to ship??? I've seen worse... Seems like they did put some effort into the web page.
