Can't boot from CD

So, what do you do when you have your computer set to boot from cd but the keyboard doesn't work to make it boot from cd. The keyboard works in the bios but won't let me boot from cd.

Ok nevermind that part, I found the place in the BIOS to allow USB keyboards...but now, when I press a key the screen just goes black and no windows setup page comes up. What is going on?

You're using a bootable CD, yes? (I had to ask)
Change the boot order in the BIOS to look for CD before other sources.

I have done that...it's primary and HD is secondary. but when I hit the button on the keyboard to boot from disk the screen just goes blank and nothing comes up
