Can't boot up - help!

I tried to start my computer this morning but I had no luck! The case fans, PSU fan, Video Card fan, and CPU fan all started up, and the LED's on my CDRW and DVD Rom all lit up. Nothing appear on the screen of my monitor, and I don't get any beeps, which I normally do. I tried the monitor on another computer and it works fine. I have no clue why things aren't starting up. I tried different sticks of RAM, no luck. I swapped the PSU for a better one, no luck. I removed all PCI and IDE devices, no luck. Cleared the CMOS, no luck. Double checked that the power connector for my mobo worked. Checked that the video card still works (in another system). Any ideas what could be the problem? Has to be the CPU or Mobo, I think. CPU = Athlon 1800, mobo = ECS K7S5A. Help would be great! Could there be something that I am overlooking?

Make sure that the video card is fully seated on the slot. And also make sure that the jumpers on the hard drive are right.

I've removed the Hard Drive and CD ROM's to eliminate complication, but still the same problems. I don't believe that I'm shorting out.
And the video card is fully seated.
Usually, a system beeps when it starts up, this one doesn't.

I've narrowed the problem down to either the Mobo or CPU. Given that the video card fan and CPU fan both spin when I press the power button, is it more likely that the CPU or mobo is fried? I don't have another CPU or mobo to try.

Sounds like the MB. If it was the CPU you wouldn't see the LEDs on your CDRW and DVD come on cause that's the BIOS doing it's check of drives. If your CPU was dead then your BIOS would not execute. The only other thing I would double check is to make sure the MB is not grounded. You might want to take it out of the case and try a power up.

I took it out of the case, same thing happens. The 2 power led's work when I turn on the power, and the CDRW led goes on too. So, hopefully this does mean that its the mobo then.
