I moved a computer and printer from one room to another and I uninstalled all related printer drivers (I was moving the printer around to multiple computers before deciding it should stay with the original computer) and now the printer won't work on that one computer anymore. I hooked up the printer to other computers and they can install the proper drivers and get the printer working.
So I bring up device manager and the USB Controller has a ! next to it which I think is the root of the problem. I've plugged the USB mouse into all USB ports and it functions correctly, but I can't think of another reason that might be causing the printer to fail on this one computer.
The motherboard is a Shuttle AN35N Ultra with an nForce2 chipset. I've reinstalled the chipset drivers but that hasn't helped. I've found USB 2.0 driver and patches but they're only for Win9x and this computer is running WinXP Pro.
It might also be one of the HP utilities (there was a crapload of HP printer software) that I uninstalled might've corrupted something.
