Can't move files...

I'm trying to move files into their appropriate folders but Windows is telling me that I can't because they are being used by another person or program. Programs could be Trillian, PowerDVD, WinRAR and other movie players. There are no persons.

I can't even do it in safemode. Any ideas?

Why are the programs not in their "appropriate folders" in the first place? Are you trying to move them out of the folder(s) you installed them to?

Try ending all non-critical processes, then move the files. OR you could boot into the "safe mode with command line" and then do it from the command line.
