I've watched the video numerous times, I don't see the woman trying to run over police or hit them. All I see is a woman who is panicked and trying to get the heck out of there.

I also see some mighty poor performance. The police had more than enough vehicles surrounding her to have boxed in her in had they parked appropriately. Instead, they left an opening and she took it.

I thought this poster on that news article summed it up best and I quote:

Not me. I feel as sad for the shooter as I do for the family of the woman who was shot. He will have to live his life remembering that the thing he was trying to prevent probably wasn't on the table.
