Make sure you're looking at car rental places that are as far away from airports as possible.
Otherwise, probably not. The car rental and insurance companies do not, for the most part, take pleasure in insuring the under-25 set, particularly men. And they've gotten exceptions for the high-risk groups baked into law.
I think you have to be 25 or over but I suppose it's worth a shot, or get someone 25 and over to go actually do the process of renting and then just bring it somewhere else to hand it over. That might be illegal though, not sure.
Why mustang lol?

Oh I seeProbably for classic American experience and it's not as common in Europe, so there's the novelty factor (not much novelty in driving a BMW, Audi, or Mercedes here if you are from Germany - even in the United States German vehicles are everywhere). Mustangs are fun for cheap compared to luxury performance vehicles. Convertibles are fun no matter what you are driving, though, when the top is down.
Mini Coopers? You see a few around. Compact hatchbacks like that or the Fiat 500 are about as small as you'll find here, though.Oh I see
What about Mr bean cars? Are they popular in the US?
