If you buy the car from a dealer, they should be willing to run one for you.

Carfax is pretty active in enforcing the no sharing carfax reports policy...

Many dealerships have a subscription and will run one for you...

I'm not sure if it's "illegal" per se; it would likely be considered fraud, but the amount of money is pretty trivial. Amazon allows you to share prime with relatives who are members of the same household (but they don't restrict you from shipping to different addresses). It may not be illegal, but obviously it's morally and ethically wrong. And it's a great service from a good company, and it's worth paying full price for.

You aren't going to get arrested, but you can be sure Amazon will ban your prime account.
