Dog trainers don't use any rare, special breed of dog to perform these duties. They use the same kind of dogs that you can buy, usually German Shepards, Dobermans or Collies. The same type of dog that has the ability to taught these duties is the same type of dog that you can buy and train to fetch your newspaper. The highly trainable brain and willingness to learn is still there.
The same cannot be said of cats.
Not all dogs make it through the selection process for the highly specialized / trained things (police, guide, etc).
