My monitor is a 2209WA running at 1680 x 1050 @ 59hz.
I'd like to get it running at 1680 x 1050 @ 75hz (it supports this).
When I click "force refresh rate" to 75hz, the max resolution it lets me go to is 1280 x 1024.

Well, for me, when setting a new refresh rate, all I needed to do was click to drop down number and hit apply and it forced it to run at that through dxdiag- however it seems I have to set it on startup each time. If I were you I'd try forcing the desktop area to 1680x1050 and then try forcing the refresh rate. Have a muck around and see if anything works, if not, you may need to use another program to force refresh rates- Google should provide some answer on this, I think I remember Powerstrip used to do it, but I think that got discontinued years ago.
