You should review your employment contract.
If the non compete isn't in there there should be a clause regarding (binding) arbitration between you and your former employer pertaining to contract disputes.
I just looked up the rating system because the last time I needed a lawyer was 7 years ago. They changed the rating system a bit and took out the CV mark probably because it didn't sound so great and replaced it with numbers. You can read the link to find out more on how the rating system works.
I have and it simply states in legal mumbo jumbo that I am their employee and that I could be terminated for any reason at anytime. And even that was not requested to be signed and sent back. I honestly believe that they realize the screw up and are flipping shits over it.

You said you asked your former employer about the non-compete clause - did they ever get back to you? What was their response? If they can't provide it and they realize they've been caught, you need to demand they contact the vendor and provide a written apology, and whatever you feel is compensation for the loss in revenue. Tell them if they don't cooperate, you'll contact a lawyer in regards to slander and hold them liable for loss of revenue in court.
If all else fails, then go to the BSA and report them - warning though, this could go pretty serious for them. You'll be talking about a lot of money in fines and odds are they can be exposed. While you might feel it's a good idea, morally you might feel dirty because you'll ruin the lives of the owner along with any of his current employees.

He didn't steal shit. He runs a legit business and offers better service at better prices.
OP you better do something. You said yourself it's a small market. This other company is trying to ruin you and if this goes unchecked how many other clients is he going to try this with or how many has happened and you don't know about it?
The solution partner called me and said that they were provided a copy of a non-compete with my signature stating that I was not allowed to compete in the same market as them.

Right, but my point is, so what? He hasn't said or done anything damaging. And this thread can't be factually tied to any real-life situation, so that's an even bigger so what. So perhaps he's showing his hand a bit indicating he's pursuing legal action. If his story is accurate to this point, his employer is a complete moron... he wouldn't know what to do with that information (because there really isn't anything to do, for one thing) even if he happened upon it in the first place. This is tin foil hat area if you ask me.
