These boxes are locked with padlocks. He either had to cut the lock or "borrow" the keys from work. Whatever he did, the lock on the box is gone now.

While it is wrong, I would just pretend you never encountered that situation. If you report him chances are he'll have suspicions it was you.
It's best to stick on the good side of your neighbors. They could be the ones that save your house from theft or fire one day, not to mention you live close to them, so you don't want to be their enemy.
When I moved into my house it was SO tempting to steal cable. They had the cable still hooked up to the house, but it was just cut. I could have gotten free cable by hooking it up. I knew better though. Eventually they came by and removed it. They should have asked me first because I ended up getting cable not long after, would have saved them some work.

Nothing has been stolen, moron. It's bandwidth that was in the box to begin with. Why do you care, anyway? By your own admission, you paid the cable company and never used the service anyway. You're just jealous of the "cable guy".
What he did regarding connecting a cable to the line itself is a bit wrong, but nothing worth losing sleep over. No one is losing any money or services over it; no one is losing anything tangible. Now, regarding him breaking the lock and other things to gain access, that I think is worse. The company is losing something tangible which costs them money to replace.

Who the fuck cares what it's called. He didn't steal anything tangible, nor does it affect you, the cable company, or your neighbors using the service. Instead of being so moronic that you focus on him acquiring something that was already there, why don't you focus instead on that he DID break tangible things that cost the cable company to replace?
It's the same shit as morons calling torrenting "stealing". Stealing is when you take away property from someone, not when you copy said property and re-distribute it. The original file is still where it was and was not taken away; therefore, it can't be stealing.
