Easy CD-DA Extractor. http://www.poikosoft.com/
It rips fast, accesses the FreeDB for auto filing naming and ID tagging, encodes to virtually any format and bitrate you want, uses LAME for mp3 encoding, and even burns perfect audio CD's. Yeah, it's $25 bucks... but some software is actually worth paying for.
LAME encoder is the only way to go. Post this topic on any audiophile forum and you will not see a single reply that recommends anything else. There are many programs out there that support it. Just have it installed and then you can select it in options.

Anything using LAME eoncoder. I pesonally like Easy CD-DA Creator. Don't use Xing encoder based softwares such as Audio Catalyst, because you'll irreversibly spoil the mp3's.
Please note that while ripper programs (EAC, CDEx etc.) usually have internal encoders for different formats the versions they use are often quite old.
Make sure that you dl the newest encoder you can find and select it as an external encoder in the program options.
Amazing, I remember ripping, encoding, naming, and tagging a few years ago...this thing does it all. It even contacts CDDB and gets all the track listings!
