Chances are extremely slim using air-cooling, and are very low using water/peltier cooling. The Celeron II core was not made for 1GHz+ speeds (neither was the Pentium III core for that matter).
Very unlikely. You'll have to use excellent air-cooling or better. Most P3 1GHz processors don't hit much above that, so it's extremely unlikely that your celeron will.
