Cell and Data in Cuba?

Since the government has somewhat relaxed the regulations on Cuba, my boss, her boss, and a couple of others are planning trips there in June/July.

My boss has asked me to find "cell and data" service that they can use while there.

It seems that due to regulations U.S. provider phones and plans will not work there, so I'm trying to find options.

They would like to be able to make and receive calls and texts, as well as access the internet. (Using a phone or other device, as a hot spot for their laptops would be useful as well.)

The trips are for 2 weeks and are back to back, so the device(s) would be handed from my boss to her boss between the trips.

I'm searching for options but thought I'd ask here as well.

Yeah, Americans just visiting Cuba are in for a surprise as to how scarce the options are. I'd see if there's anything at the hotels... there's also a free WiFi access point at an art center in Havana, but you'll be competing with a bunch of locals for whom this is their only service. It'll take a while before connections are widespread.
