Try the following:
Open up client configuration: dnetc.exe -config. Select number 2, "Buffer and Buffer Update Options", than number 6, "Keyserver<->Client Connectivity options". Change number 2, "Automatically Select a Dnet Keyserver", to "no". After you do this, the available options will change.
Select number 3, "Keyserver hostname" and enter a numerical IP address. Either use one of Dnet's, or if you need to use Port 80, one of the proxy's that are available. A couple of dnet ones that I use are: 209.98.32.14 or 216.1.205.81. For rhe proxy addresses, you'll have to ask the owners. If using Dnet, save the changes and exit. If using a proxy, go to number 4, "Keyserver port", and enter the port you want to use, in this case, 80.
NOTE: I think much of this does the same thing as what Polo has outlined, BUT, we're entering the IP address, rather than the server domain name.
