Changing Voltage -13v to under -12

I have a Miniq 760 and when I look at the pc health stats this is what I see for the voltage:

+12V Voltage : 12.16V
-12V Voltage : -13.19V ******
-5V Voltage : -5.10V
Standby Voltage : 5.09V
Battery Voltage : 3.22V


Does anyone know how to lower the -12 to 12 volts? or is the MB going bad?

Plus I'm trying to keep it cool so does anyone have a small form PC, what are they using for cooling? I would like to lower this temp:

i dont think the -12 line is even used anymore in modern motherboards...
