Charter Speed Test

So below is the result of a speed test I did today. I have the standard triple play package which is around 30 down. My ISP is Charter and I live in the St. Louis area, anyone else think this is odd?
What really is confusing is that for the past 2 nights, when I get home from work, my TV & Internet have both been out. Things work in the morning before work, my wife was home around 1:00 yesterday and said the TV was working and then last night, no internet or TV. I'm at home mid day today b/c I have a charter tech coming onsite. But thought this was strange....

I can't see the previous test image. As for the current, does charter have anything like a download accelerator? I feel like Speedtest often tests long enough to avoid the impact of that, but maybe not. I know Comcast on part/some/all of their cable service has "blast" or some such name. From limited experience it spikes your download speeds to around 50-200% higher than your actual steady state cap for just a couple of seconds (something like 2-5). Not sure if it would show up on speed test or how wide Comcast (or anyone else) uses it. Its pretty much a temporary cap increase to "improve your experience".

Not odd per se.
They are switching to all digital, and the 30Mbps tier will go 60Mpbs.
They could just be testing things...

figured I would update everyone, but I had a Charter rep come out to the house and he replaced the main switch outside the house (sorry, don't really know what it's called) as they saw the ups and downs while on site. After that speeds above have been pretty constant and then a few days later I get an e-mail from Charter stating they auto upgraded (at no cost) me to their Spectrum service, their cable tv interface totally sucks, but I could get used to these speeds! The triple play bundle costs me $131/mo for TV (2 DVRs, standard HD package), 100 meg internet and phone (which I don't use).
