DC games only use CE when they are PC ports of games. Sega Rally 2 is one example, it came from the PC version that has been out. Most DC games do not use Windows CE because they are built from the ground up. CE only makes the transition from PC to DC a smoother conversion. Personally, I hate when it has Win CE in it, because you want games built from the ground up and are original. No way are games like Jet Set Radio, Skies of Arcadia, Dead or Alive 2, Daytona USA, Win CE games. Therefore if Xbox relies on Win CE, most games would need Win CE encoded in them because they don't have them on the disc.
