For $25, it looks pretty good. Anyone have one? How much noise do they put out? The reviewer says he can't even hear them with the case closed.

Ignore the folks that haven't used one. Works well to cool off both sides of your video card and north bridge chipset(on my mobo). Jab-Tech has it for under $20.

Oh, and they're pretty much silent.

Pushing air around inside the case does nothing no matter how cool it looks. You need one of these type of slot coolers.

That thing you are looking at is not gonna help cool that much and is gonna cause space issues. It will screw with you airflow to.

It circulates air over both sides of the graphics card. There isn't a whole lot of circulation along the length of a graphics card. The card juts out and cuts the air flow and only certain spots get any airflow. My graphic card has a temperture sensor. OC'd my card from 400/900 to 500/1150, prior to adding the fans the temps ran around 48c degrees, now it's 42c. I actually did have a slot blower but it provided no difference in temps.

It might interfere with the natural air flow that's suppose to happen inside a case. If I needed better graphics card cooling, I'll get one of those aftermarket coolers that uses a slot to push the air outside of the case. There's already active cooling on my CPU and northbridge.
