I speak Chinese, well sort of (my vocab is shot to hell but my pronunciation is fluent). I don't read Chinese though. However both my Chinese mother and White father read Chinese fluently. Their verdict? It doesn't really make any sense. Some of it is undoubtedly the manufacturers name as you say. The bottom part seems to be. The top portion seems to refer to product specs or something. It says something about using "very thing 40 style" something. So something about the lathe uses type 40 style something that is very thin, lol. Thing is it seems to be worded REALLY archaically. There are a couple of possibilities, one is it's a very bad translation from another language, it may even be Japanese instead of Chinese. It may also be using technical terms that are not part of common dialect. Chinese tends to use a fairly small set of terms for a wide variety of purposes but it reserves some special technical words that are not often used.

The part that may be the manufacturers name sounds like Kwan na gu(as in gull). The characters don't mean anything together like that, it's just a mess. So it's more likely a phonetic translation of something in English or another language. Does this sound even vaguely like any company name you know. My father says it's a bit like Carnegie or something like it.

LOL so it looks like it IS Japanese, well that would explain why it's hard to read in Chinese.

It's Japanese but it's kyuujitai, old school writing from WWII and before. And it's read right to left.

50 caliber 3rd year 14cm type cannon

Backup Insertion Equipment Storage Cylinder

Thanks...I'll pass that on. Odd thing to have as the faceplate on a lathe...

I'm probably off a little, for example the last character (the left most one on the 2nd row) should probably be translated as box, not cylinder. But the basics should be correct.

My Japanese is a little rusty, and I never really had to read kyuujitai since it mostly went out of use in the 50s, it's really only used these days by the ultra-Nationalists (ultra conservative militants who think Japan needs to reclaim its former glory).

In his house at R'lyeh, dead Cthulhu waits dreaming

Did this come from the Himalayas pried the hands of deathless Chinese priests practicing a curious form of devil worship?

Japanese is based off of Chinese. Those characters are definitely Chinese.

Japanese borrowed the Chinese character set and many of the characters retained their meanings but it's largely a totally different language as used by Japan. If you are Chinese you aren't going to be able to read stuff written in Japanese Kanji very well.
