Chinese Windows

My friend has a laptop that his dad bought for him in Hong Kong. And now he wants to use it here but he does not know how to read chinese. It is running windows ME, and is there like a language pack we could download from microsoft..or what??
I tried running a OS that is in english but it wont work because the CD-Rom drive is not detected because it is connected via the card slots.

Windows ME does not support Multi-Language User Interface packs. Those are only for Windows 2000 and Windows XP.

When the system was bought in HK, why didn't they ask for the English preload? Systems bought in HK give you the option of which language you want (English or Chinese) when you first start the system.

Is there more than 1 partition on the hard drive? You can copy the Windows CD to the hard drive and install from there.
