Chyang Fun E-Cube S968L (SFF) way too noisy

Maybe my ears weren't cleared when I first got this thing but I just realized it's way too noisy for me. It's like an old A/C sitting next to my monitor. Anyone else have this and have been able to silence it to an acceptable level? I know the obvious is too replace the PSU/Fan or CPU fan but which one. I can literally hear this freaking thing in the hall. Help!!!

Cover the psu fan with your hand while the system is running for a few seconds. If it sounds better with the fan covered than replace that fan. I did this and it made a notable differance. My next trick is going to be adding a second fan and running them both at half speed to further reduce noise.

I run exhaust fans at 7V and use a slower (32CFM)... I wouldn't put a panaflow that would make the air circulation TOO low.

I've tried covering the psu fan and it didn't make any difference. The buzzing noise appear to from inside. wonder if the cpu is cracked or something. A bit early to have a cracked fan but the noise is unusually loud.
