Okay spent a bit more time... 2 very mild voltage bumps later... Quad Opty is running at 3.0 GHz so i gave it a run:

3104cb

going from 2.6 to 3.0 required a bump in voltage from 1.1v to 1.175v. Wattage during this run was around 910w.

Thanks Yes indeed it does i'm not currently running the system in NUMA mode because Windows seems to suck at properly scheduling things with NUMA enabled. i will have to try running CB R15 with NUMA enabled (node interleaving disabled) to see if it makes a difference.

btw, here are the values for CB 11.5 as frequency increases... since you are interested in scaling (i don't have them for CB R15 unfortunately)

2.1 Ghz 26.83
2.5 Ghz 31.49
2.6 GHz 32.78
2.7 Ghz 33.83
2.8 Ghz 34.77
2.9 Ghz 36.01
3.0 Ghz 37.21

491 watts dang, thats only 2.23 points per CB_R15 watt.
491-115 = 376W (838/376 = 2.228723404255319)

I knew FX's were inefficient but didn't think it be that bad. I sure hope AMD can come back strong in a couple years ( I was a huge AMD fan from K5 era up to end of Phenom era).

FWIW, tested my i5-3570, 8GB Ram, 1-SSD.
i5-3570K @ 3.61GHz,
Idle:43W
CB_R15: 83W.
CB_R15 Usage: 40W (83-43=40).
CB_R15 Score: 511.
CB_R15 PPW: 12.775 (points per watt).

Finally got around to testing my i7 for CB_R15 points per watt.
Huh, wasn't expecting my i5 to be more efficient at CB_R15!

i7-3770 (all cores @ 3.711MHz under load)
Idle: 49W
CB_R15: 106W
CB_R15 Usage: 57W (106-49=57).
CB_R15 Score: 682.
CB_R15 PPW: 11.9649 (points per watt).

AMD A8-7600 at 65W and 45W TDP (current picture at 45W TDP)
You can also see A10-7700K and A10-5800K

Best I can do this early out of the gate. I'm pretty lost on a lot of the settings for Haswell-e at this point, will probably be able to pull more out of it as I learn.

Inching a bit closer, I'm not voltage brave enough yet to catch Mydog.

A little BIOS familiarity goes a long way. Been working on my 24/7 settings, compare this to my initial attempt in post 242 above, dropped down 200MHz and still gained 29 points. Will have to try again at 4.75-4.8 and see if I can breach 1900 points.
Edit: Found a little more speed at 4.5

Q8200 4C / 4MB L2 @ 3.03GHz / 1732 FSB + DC DDR3 1333 = 299 MT
E5450 4C / 12MB L2 @ 3GHz / 1333 FSB stock + DC DDR3 1333 = 329 MT

i5 760 4C/4T @ 4GHz = 468 MT

4790K + DC DDR3 1600
2C/2T @ 4.4GHz = 336 MT
2C/4T @ 4.4GHz = 446 MT
4C/4T @ 4.2GHz = 644 MT
4C/8T @ 4.2GHz = 852 MT

Looks like I got a shot at stability at 4.8GHz with reasonable voltage. Would really like to keep it under 1.3v's to be on the safer side.
