Probably because Citibank farmed out the marketing to an independent company. The signup link appears to direct to Citibank - the offer looks legit.

Business credit reporting and consumer credit reporting are way diffeerent in rules and regulations.

And it looks to be the 512mb, since in the fine print it says they reserve the right to substitute another gift worth $100.
