I wouldn't use mods until you play the vanilla game because there's a lot of mods that ruin the challenge of the game.

To answer your question though, no. If the dumps are full, you've either got insufficient processing capacity or they can't reach the dump. Ditto for the crematory.

I was checking some of the stats and I had barley enough capacity on the incinerator to cover what was being generated. I just wasn't sure if trash was sent to the dump first and then processed by the incinerator or if it went there first.

Most of my mods are graphical and more parks designs. The only game changer I have is the recycling center which doesn't seem to do much anyway.

Seems like After Dark fixed a lot of this. The key really is to have industry and service buildings near major highways and trains.

I haven't tried it out yet but I've read that making walking paths help out a lot as the 'cims' can walk a pretty good distance to get from place to place.

Yup. I have dedicated garbage exits right off the highways that turn into one way roads which only serve incinerators and dumps, and it's amazingly efficient. Also helps keeps the pollution away from other zones.

Quick question -- how do you get amazing/beautiful/well planned cities? I've played Sim City 2k/3k and Cities and really never got anything besides random messes, even if they are successful/growing/happy.

Do you plan things out from the beginning? Do you get a successful city/ton of money and then knock things down to rebuild? Cheat codes to give you a trillion dollars and then set everything up perfectly?

I've always been somewhat into these kinds of games, but definitely have only played for the end goal of making money/population.

Urban renewal! That's always been half the fun for me, layout a functioning city and build up the coffers. Then start tweaking/demoing the areas you don't like and make them aesthetically appealing.

I always wondered why these games never came with a planning tool. You could layout your city how you wanted and then slowly fund and turn on certain areas to see how it goes. I end up spending small fortunes just relaying roads so that you can fit in the right amount of zones.

That's why my cities are typically laid out in a grid with enough space to upgrade the roads later and still have full density.
