Nope, it would probably stay roughly the same. Drug use is quite common, and anybody who wants to do drugs likely already does. Are your homes 6 inches apart? How does the smoke not disperse by the time it reaches your house? Do they ever mow their lawn? A lawnmower probably spews more fumes in 5 minutes than a smoker does in a month.
