Civ 4 is amazing. I recommend that you get it, the two expansions, and the spin-off.
did the expansions actually add anything noteworthy? I remember seeing a couple Civ3 expansions, but they just threw in stuff I had no interest in like scenarios and multiplayer.

Sims 3 got pretty boring rather quickly, though I've still got to figure out how to get a sim to move in with me so I can start a family and I've only planted 78% of plants (don't know what I'm still missing... I've gotten the life tree, death flower, 2 x money trees, egg tree, and cheese tree)

The BTS expansion is the only Civ expansion I've really liked. (Alien Crossfire for Alpha Centauri was pretty good too.)
I agree. 1 was fantastic and is hard to rate as it was still complex, but a simplified version of 2. 2 is still the best balance of added complexity yet simplified play, but 4 adds a lot to the series and comes out as best overall.
I hated 3 for its' over-the-top AI Cheating(impossibly high number of Units) and the freakking time the AI took to Move all those Units(usually the same way for each type). Towards the end of a game you could literally go eat dinner in between turns.

The ability to have armies in Civ4 is what made it more wortwhile to me. the absurd amount of enemy AI in Civ 3 and then having to invidiaully move each of your own units was ridiculous.

The last I played Civ 3 was Civ 3 Complete so I'm not sure if all versions allowed it, but you could move all of your units on the same tile or all of your units of the same type on the same tile as a stack. You could even attack using the stack command.

Start out as Elizabeth, build 3 cities on main and 1 on Scotland, form an alliance with Russia/Catherine, Invade France ASAP, then march straight to Rome. Conquer Spain and Germany.
Once I got Redcoats, I just marched entirely to the east killed Persia, India, and China. Backstabbed Russia.
Man...That was fun.
I remember trying the 18civ map using America and it was completely boring and uneventful.
