was suspect about the pass buzzing. And I did receive the letter stating that if I didn't resolve the issue my account would be terminated. I did remember that the credit card that was missing was the same one that was supposed to replenish the SunPass and I did change the credit card that the DOT was to use to replenish the account.

A SunPass buzzes for a number of reasons. But if it's a low account and it buzzes, it's supposed to just replenish the account. Why even bother with the buzz? Because not everyone has their SunPass set to auto-replenish.
I had no idea that once a SunPass dropped below $0 that they would suspend the account and refuse to add any funds to it, nor do I understand this policy. Ok.. Maybe it's printed in some fine print on the back of the SunPass I bought at Publix four years ago. If you had only $10 on your SunPass and ran the entire length of the Florida Turnpike, you would go below $10. You mean to tell me that if one didn't think to put extra money in the account prior to the trip that they would simply suspend the account and not add any additional funds until the account is taken off of suspension? So much for taking the Turnpike for the trip back... on the same day at least.
I don't think it's unreasonable for one to not assume that their SunPass is going to get suspended when it drops below $0 if they've had it for four years and whenever it reaches $0 has another $20 automatically added to it.

See.. the first part of your reply states a bit of a misunderstanding. I accept responsibility for my actions. Nowhere in this "rant" do I blame anyone for "my stupidity." But when we get to this part of your reply, it's exposed that you are either very ignorant, very tied up in some sort of a political agenda or are just trolling (most likely the latter.)

MY "stupidity" on anyone else. I blamed the toll lady's stupidity on the toll lady. No, it's not HER FAULT that I didn't have a balance on my SunPass. It's not HER FAULT that I hit the car behind me. If you read that in anything I typed up, YOU are the one that needs to take the "HATE GOGGLES" off.
What is
HER FAULT is that she doesn't speak English. If she had spoken English, or even KNEW HER JOB, she would have accepted the I.O.U and got my tag number like the lady from the DOT on the phone had suggested.
You almost make it sound like it's MY FAULT for not speaking Spanish. Umm... English or Spanish, this lady wasn't letting me through the gate because SHE DIDN'T EVEN KNOW HER JOB. The lady on the phone said they can take down tag numbers and accept I.O.U's, but English, Spanish, Croatian.. doesn't matter... this lady didn't even know THAT.
Easy target? Yeah. If you have to deal with the public in a country that speaks primarily English and can't speak a lick of English yourself AND to top it all off you don't even know your own job because your Supervisor only speaks English and the "employee manual" is also only written in English. Yeah.. easy target.
Oh wait... it's not HER FAULT. It's the DOT's fault for hiring her in the first place.. or.. wait.. no, to refuse to hire her because she doesn't speak English would be a violation of her rights, she'll just get a lawyer and sue the DOT. Yeah.. better give her the job even though more than half of the people she's going to service can't understand a single FSCKING word she's saying.
And before you go off saying how much I'm "against immigration" or "against Cubans" I'll have you know that two of my best friends are Cuban and one of them is not even an American citizen, but they BOTH speak English and they both do their jobs VERY WELL. You can honestly say NEITHER of these things about the toll booth lady.
