Yes, but I think he believes things must actually live in the sky, by virtue of the fact that things live on land and in the ocean...you know, two types of matter that actually provide a substrate for life.
Granted, the air provides an avenue for all sorts of microorganisms to pass from one place to another: many air-borne critters can survive, free-floating, for a very long time....but I can't think of anything that actually lives an entire life cycle in "air."

Much like things float/live on the surface of water, there are density/pressure boundaries in the atmosphere, which is what enables different cloud formations.
