I haven't heard of a school that have a focus on C++, but I would image if the schools offer concentrations in different areas of CS then you would get a course load that has more C++/C development.
Look into schools that let you focus on OS design, making compilers, driver development or other areas where you need more access to the bare metal of the machine. Some EE/CE programs may have what you are looking for too.
I went to UMASS, there you could choose a specific track (Basically setting you up for grad school in a discipline), or a general track where you can pick and choose what you want.
For CS there it was more about the logic/algorithms than the languages, most of the higher level classes you could code in whatever you liked as long as the TA/Prof could grade it.
